Asylum Seekers
Someone seeking international protection and who is already in the country or arriving at the border.  An asylum application must be filed within 1 year of coming to the US.  At the time of this writing, the CBP One App which was the only way for people to submit advanced information and to schedule appointments for asylum was taken down by the Trump administration.  All scheduled appointments have been cancelled.

UNHCR, The UN Refugee Agency states:

"Seeking asylum is a human right and every person in the world has the right to apply for asylum if they are fleeing conflict or persecution. They must not be expelled or returned to situations where their lives or freedoms would be in danger. This is the principle of non-refoulement which is enshrined in the 1951 Refugee Convention. It is also part of human rights law and customary international law and must be guaranteed by all countries.”
